Top Cop responds to public backlash over fatal shooting of Joshua Samaroo

Police Commissioner Allister Guevarro is calling on the public to allow an investigation into the shooting of Joshua Samaroo to take place.

Samaroo was killed and his common-law wife seriously wounded during a vehicular chase involving police last Tuesday.

There has been public backlash after CCTV video shared online showed Samaroo being shot while apparently putting his empty hands out of the car’s window.

According to the Top Cop, the video shows the “final seconds” of a 12-minute chase that began in Maloney.

He said he considered sharing extra video and footage, but was advised against this for legal reasons.

As for the officers involved, Commissioner Guevarro said at this time, he finds no basis for suspension or administrative leave.

They will however be provided with counseling.

Meanwhile, criminologist Renee Cummings says the fatal shooting of Joshua Samaroo was a profound failure of professional policing.

According to Ms Cummings, deadly force is lawful only when the officer reasonably perceives an imminent threat at the exact moment shots are fired.

She adds that past dangerous behaviour or flight cannot justify lethal force.

Ms Cummings says based on a video of the incident, the level of force deployed vastly exceeded what the observable behaviour justified.
