Former Police Commissioner Gary Griffith says the public will not support the police without meaning reform, policies and systems that encourage their assistance.
Responding to call by Homeland Security Minister Roger Alexander, he said that citizens are reluctant to share information for fear of retaliation and being exposed or required to testify.
Mr Griffith suggested that anonymous reporting tools, secure communication channels, and technology like police apps and online reporting be used.
He said previously successful initiatives like the police mobile app, online reporting systems, and the Gender-Based Violence Unit—has been discontinued.
