EMA Grants Clearance for Expanded Gas Production at Carapal Ridge

The Environmental Management Authority (EMA) has approved a Certificate of Environmental Clearance for Primera Oil and Gas Limited, a subsidiary of Touchstone Exploration, to expand gas production at the Carapal Ridge-3 well in Moruga.

The approval allows the development of two additional wells at the existing site within the Central Block, increasing national gas output while minimizing environmental risk by utilizing already-developed infrastructure.

Early engagement between Primera and the EMA ensured the clearance was granted well within the statutory timeline.

EMA Chairman Doolar Ramlal said the approval demonstrates the Authority’s focus on efficient, transparent, and accountable decision-making that supports responsible investment, job creation, and long-term national resilience.

CEC7201/2026 is the eighth major clearance granted under EMA’s new board, seven of which have supported oil and gas, and one tourism project.

The EMA says this reflects a balanced approach to economic growth and environmental stewardship in Trinidad and Tobago.
