The Lynch Report into the Paria Tragedy has been laid in the Parliament by Energy Minister Stuart Young.
During the course of today’s sitting, the Mr Young insisted no redactions were made and that the report would be handed over to the DPP.
He also faced questions from the Opposition as to whether or not the it would be sent to the TTPS.
Meanwhile the report, among other things, contains a list of recommendations, one of which is that “the DPP consider charging Paria with what is commonly known as Corporate Manslaughter”.
The Commissioners also state that they have found “Sufficient grounds to conclude that Paria’s negligence could be characterised as gross negligence and consequently criminal.”
They add however that the same is not true for LMCS, since they are of the view that they were “effectively prevented from pursuing a rescue by Paria.”
There is also a recommendation that compulsory regulation be introduced for all commercial diving operations, with financial penalties and criminal sanctions for those that fail to adhere.
On February 25th 2022, Christopher Boodram, Kazim Ali, Fyzal Kurban, Yusuf Henry and Rishi Nagassar were sucked into a Paria pipeline while conducting maintenance works.
Only Mr Boodram was able to escape.
