Francine made landfall in Louisiana on Wednesday evening before weakening and eventually being downgraded to a tropical storm.
Over 400,000 people are without power – at least 392,000 in Louisiana and over 27,000 in Mississippi as of the early hours of Thursday morning.
The National Hurricane Centre says Francine is moving toward the northeast and a turn toward the north-northeast and north is expected during the next day or so, with some decrease in forward speed.
On the forecast track, the center of Francine will move over central and northern portions of Mississippi through early Friday.
Continued weakening is forecast, and Francine is now a tropical depression and is expected to degenerate to a post-tropical cyclone today.
