Finance Minister Colm Imbert insists the tendering process for the refinery in Pointe a Pierre was done above board.
During a media conference today, Mr Imbert said they started with 77 potential bidders of which 25 signed non-disclosure agreements which allowed them access to information regarding the refinery.
25 became eight, and eventually the eight became five, which were then scrutinized.
Mr Imbert also outlined some of the other factors that were looked at in a bid to choose a proposal.
Mr Imbert also accused the Opposition of fuelling public criticism of the deal.
