The issue of road rehabilitation is not necessarily one of budgeting, but instead, accountability for expenditure.
This is the view of UWI civil engineer Dr Don Samuel, who spoke with 103.1FM News ahead of Monday’s budget presentation.
Currently, he is giving an average rating of 8 out 10 for the country’s major highways and 5 out of 10 for secondary roads, with some being as bad as 3 out of 10.
When asked about what can be done in the budget to address the state of roads, Dr Samuel insisted that the problem does not lie with budgeting.
Dr Samuel’s view was echoed when asked about the new Secondary Road and Rehabilitation Company.
Meanwhile, Dr Samuel raised a matter affecting contractors regarding the importation of bitumen for road works.
